Originally, I had a huge grudge against Touya for beating the holy bejeezus out of Kurama-san. But after he was bashed in the face by Risho, talking about honor, I settled down from my hissy fit to sit down and think about him. I came to a realazation that Touya's actually pretty cool.
Touya is another member of the Shinobi (originally called the Mashyoutsukai) AKA Team Masho who appeared in the Ankoku Bujutsukai (Dark Tournament). Each member of the team is a Master of some Art and Touya's specialty is ice.
His two attacks are Mateki Sandan Shya (known as "Shards of Winter" to us dubbers) which translates to Ice Whistle, where he creates a ball of ice shards in his hand and blows them at his opponents. His second attack has no known name and is basically a huge ice sword he forms on his right forearm. According to Hiei, Touya is the strongest Ice demon in existence and quite nearly killed Kurama.
Note! Hiei isn't alone!! Touya's just as tall as him!! >D
Yeah, he's kinda short. ^^' He's very intelligent as well. Where most characters would have taunted Kurama, giving the redhead enough time to think up a plan and eventually kill them, Touya wasted no time in setting up a barrier and attacking.

Much later in the series, Touya along with Chuu, Jin, pretty-boy Shishiwakamaru, Rinku,and Suzuki from the Ankoku Bujutsukai saga is chosen by Kurama to be trained for the Makai Bujutsukai but he loses in the first round. BUT STILL, ALL MY FAVORITE BISHIES!! ALL TOGETHER!!!! *faints at the prospect*
So you finally realize he's not so bad, eh?
